SUMMARY:Working Together to Promote Open Access Policy Alignment in Europe
DESCRIPTION:PASTEUR4OA (Open Access Policy Alignment Strategies for European Union Research http://pasteur4oa.eu/) project supports European funders and research performing organizations in developing and implementing policies to ensure Open Access to all outputs from publicly-funded research. The global shift towards Open Access – immediate\, online\, free and unrestricted access to the results of publicly-funded research (publications and data) has been a core strategy at the European Commission to improve knowledge circulation and boost innovations. In July 2012\, via the Commission’s Recommendations on access to and preservation of scientific information\, the European Commission encouraged all EU Member States to put publicly-funded research results in the public sphere in order to strengthen science and the knowledge-based economy. The Guidelines on Open Access to Scientific Publications and Research Data in Horizon 2020 were adopted in December 2013\, requiring researchers funded by Horizon 2020 to deposit peer-reviewed publications in repositories and to ensure open access to the publications whilst also encouraging researchers to deposit the research data that validate the publications results. The European Commission advises European countries to develop their Open Access policies on the basis of the same principles.   \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n This meeting will bring together research funders and research performing organizations from Croatia\, Czech Republic\, Estonia\, Hungary\, Latvia\, Lithuania\, Poland\, Romania\, Slovakia and Slovenia to address the following issues:   -Revisiting the Horizon 2020 Open Access mandate\, examining Open Access policy developments in Europe and within the global context\, and learning from the best practices in Open Access policy development and implementation at the national\, funder and institutional levels;   -Discussing the importance of aligning national Open Access policies with the Horizon 2020 Open Access mandate;   -Promoting Open Access policy alignment at the national level and facilitating coordination at the pan-European level. \n \n \n \n \n Across Europe there are a number of cases where Open Access policies have been developed and implemented at the national\, research funders and universities levels that have not only been successful in promoting an increase in the numbers of peer-reviewed articles available on open access but that are also aligned with the Horizon 2020 OA policy. Such good practice examples will be presented at the meeting.   Open Access policy alignment across European countries is key to:   -Enable researchers working in interdisciplinary areas or in international teams to comply with a single Open Access policy rather than with multiple and often divergent policies;   -Facilitate interdisciplinary research and harmonisation of practices among different academic disciplines;   -Enable researchers mobility across the European Research Area (ERA);   -Support the European Union (EU) harmonisation agenda and promote common practices and norms;   -Implement generic infrastructural services;   -Accelerate scientific research\, technological progress and social well-being. \n \n \n \n \n As a result of the meeting research funders and research performing organizations in Eastern Europe will be empowered to:   -Develop policies on Open Access;   -Ensure consistency between Horizon 2020 Open Access policy and those of EU Member States;   -Promote coordination at EU level; -Report on progress at Member States and EU level; -Establish multi-stakeholder dialogue. Open Access policy templates will be provided and discussed\, adjusted to institutional practices and time-lines (per country) and it is expected that Open Access policies will be introduced in Eastern European countries in 2015-2016. \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n \n Meeting Programme\n Meeting Presentations\n \n \n Meeting Programme\n PASTEUR4OA Eastern European Meeting of Research Funders and Research Performing organizations “Working Together to Promote Open Access (OA) Policy Alignment in Europe”    Hungarian Academy of Sciences\, Budapest\, Hungary   October 29\, 2015: Day 1 (with a special focus on research funders)   9:00 – 9:15 Welcome – the President of the Hungarian Academy of Sciences 9:15 – 9:30 Introduction to PASTEUR4OA and setting up the scene for the seminars – a speaker from the PASTEUR4OA project 9:30 – 10:00 OA in H2020 and EC Recommendations from July 2012 – Jean-Francois Dechamp\, European Commission (30 min) 10:00 – 11:00 Good practice examples from the region – Martin Eessalu (Ministry of Education and Research\, Estonia); Rūta Petrauskaitė (Lithuanian Research Council); and Lubomir Bilsky\, (Slovak Centre of Scientific and Technical Information) 11:00 – 11:20 – Coffee break 11:20 – 11:50 Good practice examples from the region (cont.) – Urban Krajcar (Ministry of Education\, Science and Sport\, Slovenia) 11:50 – 13:20 Good practice examples from other regions – Austrian Science Fund (FWF) Katharina Rieck (Austria); FCT\, Fundação para a Ciência e a Tecnologia – Eloy Rodrigues (University of Minho\, Portugal); FRS/FNRS – Bernard Rentier (Belgium) 13:20 – 14:15 Lunch 14:15 – 14:35 Presentation of tools and resources provided by the project – briefing papers\, good practices collected\, updated ROARMAP\, etc. – a speaker from the PASTEUR4OA project 14:35 – 14:50 Report from other PASTEUR4OA Southern Europe regional meeting for the research funders – Eloy Rodrigues (University of Minho\, Portugal) 14:50 – 16:50 How to design an effective OA policy for a funder – wording\, implementation\, etc – a presentation and a group work\, including a coffee break\, e.g. at 15:30 – 15:50 16:50 – 17:30 A closing panel with the funders on the lessons learnt and the way forward   October 30\, 2015: Day 2: (with a special focus on research performing organizations)    09:00 – 09:15 Summarizing the achievements of the Day 1 and setting up the scene for the Day 2 09:15 – 11:00 Good practice examples of institutional OA policies from the region – Magyar Tudomanyos Akadémia (MTA) Hungarian Academy of Sciences Open Access policies updated – Gábor Makara\, Sándor Soós\, András Holl; University of Szeged (Hungary) – Peter Mezei; Rudjer Boskovic Institute (Croatia) – Bojan Macan; Brno University of Technology (Czech Republic) – Jan Skupa; Riga Technical University – Daina Ostrovska; and Mykolas Romeris University (Lithuania) – Natalija Popkova. 11:00 – 11:30 Coffee break 11:30 – 13:00 Good practice examples from other regions: Liege Open Access policy – Bernard Rentier\, UCL Open Access policy – Paul Ayris\, University of Minho Open Access policy  – Eloy Rodrigues 13:00 – 14:00 Lunch 14:00 – 15:30 How to design an effective OA policy for a research performing organization – wording\, implementation\, etc – a presentation and a group work 15:30 – 16:00 Coffee break 16:00 – 17:00 A closing panel with research administrators on the lessons learnt and the way forward \n Meeting Presentations\n PASTEUR4OA – Meeting Presentations October 29\, 2015: Day 1 (with a special focus on research funders) PASTEUR4OA – Project Overview and Achievements – Victoria Tsoukala / Iryna Kuchma Download OA in Horizon 2020 and the Eur.
